New passport rules

The US will require passports for anyone traveling to and from the following:

• January 8, 2007 - Requirement applied to all air and sea travel to or from Canada, Mexico, Central and South America, the Caribbean, and Bermuda.
• January 1, 2008 - Requirement extended to all land border crossings as well as air and sea travel.
Now how can we make this work to stop the illegal travel by US citizens to countries such as Cuba?

The government can't stop it as long as folks use third countries to visit. Just look at the folks who transport merchandise to Cuba and live from it. People are horrified when they hear that Cubans pay $15 for a pound of goods sent to their relatives/friends in the island. How are these folks able to go back and forth as frequently as they do? It's difficult to believe this government is not aware of it.
